Wicklewood Institute
By Act of Parliament in 1776 all the twenty-four parishes except Honingham (In St. Faith's Union) were incorporated for maintenance of the poor. This resulted in the erection of a House of Industry at Wicklewood at a cost of £11,000. The money was borrowed at 5% interest, on a tontine system of 110 shares. Originally built to accommodate 450 paupers, the number in residence seldom exceeded 200. Average expenditure for the support of the House of Industry chargeable to the twenty-three parishes, was for many years £ 4,300. per annum. For year ending 1863 the charge had written to £8,555 . The board of directors and acting guardians are still governed by their own Local Act of Parliament, though they're under control of the local government board. Sir Armine Wodehouse planned and directed the erection of the Union House. From the records we are able to gather much information as to the function of this House of Industry. Whole families were admitted, and these in turn were hired out to local farmers for employment.
The farmers made payment directly to the Union for these services, whilst the inmates received certain weekly payments in cash. For education of the children a school was provided; a school master and mistress being employed. A garden within the union grounds, worked by the inmates, provided most of the vegetables consumed on the premises. The reasons given for admission in the "Admissions and Discharge" book are varied and include
'Want of work'. 'Infirm'. 'Deserted'.
The occupations of those admitted give us some idea of the general employment of the people of Wicklewood. The following details are again taken from the 'Admissions and Discharge' book of 1785
Occupations;-
Labourer; Shoemaker, Weaver; Cooper; Tailor.
A meeting of directors was held weekly to discuss matters connected with the Union House. These meetings are usually held at the "King's Head" public house at Wymondham and the problems discussed were many and varied.
From the minute book of 1781 we note that it was agreed to pay a sum of £1.10s to Mrs. J. Calthorpe for the support of herself and children, the payment to cover 15 weeks.
This money allowance was supplementary, the lady's husband being a volunteer in the West Norfolk Militia. Many other small allowances were authorized as 'out-relief' for the needy of the parish.
Matters affecting discipline that the House were also dealt with as shown by the following entries in the Minute book of 1852
"That Isaac Hayes having been at disobedient to the schoolmaster, be compelled to pick oakum for three days"
And also
That William Raynar, having refused to pick oakum for four days, and having used threats and blasphemous language to the master, be taken before the Justice of the Peace"
We find that the said William Raynar was, for his sins, committed to Norwich Castle.
Matches concerning staff salaries are shown in the minute book of the same year. The Master of the House received £14.2.6d, the Matron £5, school master and mistress £11.12.3d, porter and wife £6.2.9d, Chaplain £10 and the doctor £10. These payments were authorised quarterly.
References is also made to the lack of arithmetical knowledge displayed by the school master, and there is a suggestion that his spelling was also not quite what it should have been. Earlier in 1836 the Union House had been added to; in 1906 the staff numbered forty.
Following upon the passing of the National Health Act, the Union in July 1948, came under the control of the Ministry of Health

An excerpt regarding her time as a Guardian of the Workhouse taken from the recollections of Miss Edith Cook’s experiences on the Rural District Council.
Miss Cook wrote these words in 1945.

It was in 1925 that I was first elected on the Rural District Council Guardian for the Forehoe District of Norfolk.
The first recollection I had was of going into the Board Room at Wicklewood and seeing a lot of men staring at me.
I shall never forget how nervous I felt on entering the Council Rooms, between thirty and forty men staring at the new member and to my eyes they all looked so big and fat. But I soon found that they were all friends and anxious to help anyone in need. There were only three or four ladies on the Council and they were all elected to serve on the House Committee and the Children's' Boarding Out Committee.
The Boarding and Children's' Committee met every three months or more often if necessary. There were between thirty and forty children in the Guardian's care in my early days there. I used to visit them in the district and make a report every quarter when allowances were arranged. When a child started work, £5.00 was allowed for outfitting girls going into service and, if boys were apprenticed, they took an allowance too. There was an 'Allotments and Child Welfare' committee which met once a month and allowed a pint of milk to expectant mothers and babies.
The House Committee met at 10.15am on a Monday morning and we had to deal with matters about the running of the Workhouse, as it was then called. There were all kinds of people there, some sick, some homeless and always some tramps. I think more women ought to take up this work. The late Miss Crawshay was a very keen member and visited the boarded out children. When she died, I took her cases and at one time I had eleven children to visit and report on every quarter but now there are none. I have been Chairman of that committee for several years but now there is no need to hold meetings. I have been on the House Committee ever since I was first elected and think I have done the same, taking meetings, ever since.
In those days we had to deal with unemployment and gave them so many days work on the roads or in stone pits, according to their family needs.
Stocks of groceries and clothing were taken every quarter and, as I lived in the parish, I was generally asked to be the Guardian to sign the book after seeing all the goods. At 11 o'clock the Guardians met, reported and discussed and the Relieving Officer brought the cases to be examined. This generally lasted until lunch when we adjourned for a short time for refreshments; these consisted of bread and cheese or dripping and a cup of coffee for which we paid two pence for drinks and two pence for food. At one time we had a bachelor chairman of that committee and it used to be rather difficult when we had to see samples of the women and children’s underclothes.
Naturally, I was more interested in the Guardian side of the work than the road making.
Now the Guardians' work is all done from the County Council and so there is less cost for the County but we can always suggest alteration if necessary. A Guardian need not be from the Rural District Council now but appointed by either the Rural District Council or County Council.
In 1927 a party was given to the inmates to commemorate the 150th Anniversary of Wicklewood House of Industry, as it was originally called before the Poor Law act took over.
HILL HOUSE HOSPITAL
as it is now called was built in 1777 as a House of Industry and I can remember old people calling it the "Dustry" in my childhood. There were no corridors and I can remember going through the whitewashed rooms and comparing them to our house. Since then it has been the Workhouse Public Institution and now Hill House. The children had their own quarters there and had a teacher. They were not allowed to go to the village school.

Ms Ann Downton recalls in 2002 that when her father was the Rector of Morley between the years 1927-1938 both St. Botolph’s and St Peter’s churches were kept open all the time all the year round. As both churches were on the route from Attleborough to the Wicklewood Workhouse the tramps would sometimes call into the churches for shelter for the night. On one occasion a note was left on a Monday morning at St. Peter’s thanking the parishioners for a nice warm church!!!

The main workhouse building was a single long block which was extended at each end in the latter part of the nineteenth century. Maps show several other small buildings on the site. A T-shaped block to the south-west of the workhouse was probably an isolation hospital. The workhouse location and layout can be seen on the 1906 OS map.

With the creation of the National Health Service in 1948, the former workhouse became Hill House Hospital. In 1951, it was renamed Wicklewood Hospital and provided care for about 50 geriatric patients until its closure in 1974. The building has now been converted to residential use.
